We, as the students and friends of the Milwaukee School of Engineering do resolve:
To help provide a safe and healthy educational environment in the following areas:
To promote and sponsor the playing of games for stress relief and recreational purposes;
To promote and discuss the watching of Anime and other animated features for recreational purposes;
To promote the enjoyment of science fiction and fantasy on campus, and sponsor science fiction and fantasy publications, speakers, and viewings;
To promote involvement in science fiction and fantasy events, such as discussions and reviews of interests of the members;
To promote the playing of chess for recreational and educational purposes;
To provide a means of student-faculty interaction;
To promote interaction between members and people outside the club;
To sponsor events relevant to the interest of the members;
And do hereby establish this Constitution of the Milwaukee School of Engineering’s MAGE.
This organization shall be known at Milwaukee School of Engineering as MAGE.
MAGE has these subsidiaries: Gaming Association, Chess Club, Anime Enthusiasts, and the Time Engineers. Each of these subsidiaries will be represented by a sub-organizational chairperson.
This organization shall be open to all students, faculty, staff, alumni and administration of the Milwaukee School of Engineering. Other persons may be allowed in from outside the school by a concession of the organization.
Students participating in this organization must have a good standing at Milwaukee School of Engineering and must maintain at least a cumulative 2.00 GPA.
B. Participate in the organization’s activities.
C. Serve on the Officer Removal Committee if selected.
A. Other than matters reserved for the Executive Board, all active members of this organization will have one vote on each matter of business relating to the organization.
B. Paid members will have access to all materials affiliated with and owned by the organization as long as his or her dues are paid in full.
C. The General Assembly shall consist of the group of paid members in attendance at a general meeting.
Individuals not affiliated with the Milwaukee School of Engineering may become members of the organization, but cannot hold any Officer position due to the fact that they are not Milwaukee School of Engineering students.
A. Officers must be active members of MAGE.
B. Officers must be MSOE students in good standing and in compliance with the guidelines in the Whole Student Life Handbook.
The Officer positions of President, Vice-president, Secretary, Treasurer, and Materials Manager are filled in the following manner:
A. Nominations for elections are taken in the fifth (5th) and sixth (6th) week meetings of winter quarter.
B. Elections for Officers are held during the eighth (8th) week meeting of the winter quarter.
C. Officers may only be elected by a simple majority vote. This vote is taken from a quorum of not less than two-thirds (2/3) of the eligible voting members.
D. The elected members hold offices from the start of the spring quarter immediately following the elections until the next spring quarter.
E. If possible, the former Officers shall remain as an advisor for their position until the end of the spring quarter immediately following the elections.
i. Have dues paid in full for the next year prior to the last meeting of the spring quarter.
ii. Keep in contact with the other Officers throughout the entire year and report any changes in status (i.e. not returning the following quarter).
iii. Maintain a cumulative 2.00 GPA or better to hold an office.
iv. Maintain accurate and legible records during their tenure of office.
v. Maintain office hours in this organization’s office.
vi. Choose chairpersons for the year of the Officers’ term.
i. Preside over general and special meetings.
ii. Serve as an official representative to the school administration.
iii. Call special meetings of MAGE.
iv. Attend Student Government Association (SGA) meetings or send an appropriate representative.
v. To oversee public relations for the organization.
i. Take over presidential duties in the absence of the President.
ii. Assist all other Officers in their duties, if needed.
iii. Design and submit the annual registration form for SGA.
iv. Work with the Treasurer on the SGA Funding Application.
v. Attend Student Union Board (SUB) meetings or send an appropriate representative.
vi. Interpret the constitution and act as parliamentarian for the organization.
i. To oversee the maintenance of the organization’s web page and mailing list(s).
ii. To coordinate any events held by this organization, with the assistance of the appropriate chairperson.
iii. Take attendance at the meetings.
iv. Keep an accurate official record, which should include a member’s list, meeting minutes, and reservation forms.
i. Handle and maintain an accurate record of all the funds.
ii. Collect all dues and maintain, with the secretary, a roster of paid members with pertinent contact information.
iii. Prepare a yearly budget with the Executive Board and be responsible for its enforcement.
iv. Handle all requests for funds, submit funding requests and budgets to SGA, and conduct all other financial correspondence.
v. To report on the current treasury standing and the transactions that have been made since the previous meeting, at a general meeting as needed.
i. Handle and store all materials owned by MAGE.
ii. Keep and maintain an accurate record of said materials, with the Secretary and the Treasurer.
iii. Purchase new materials as determined by the Executive Board.
iv. Keep and maintain a form for checking out the organization’s materials.
v. Attend special MSOE events or send appropriate representative(s).
If a vacancy occurs in one of these offices, the following procedure should be used:
A. A vacancy in the office of the President shall be filled by the Vice-president, and an election will be held to elect a new Vice-president, at the next general meeting following the vacancy.
B. A vacancy in the office(s) of the Vice-president, Secretary, Treasurer and/or Materials Manager shall be filled by an election at the next general meeting following the vacancy.
C. If both the President and Vice-president positions are vacated, the Treasurer shall preside as President and the Secretary (continuing their duties) will adopt the duty of parliamentarian until a new President and Vice-president can be elected at the next meeting following the vacancy.
D. Any member filling a vacancy shall complete his/her predecessor’s term.
A formal written complaint must be brought the General Assembly of MAGE during a regular meeting.
An Officer Removal Committee will be formed to deliberate the validity of the complaint.
A. The committee Head shall be:
The Vice-president, unless he/she is the accused person, in which case the President will head the committee.
B. The committee will also consist of:
i. The accused Officer, or another Officer nominated by the accused.
iii. Five other members of MAGE.
The membership list, along with percentile dice, will be used to randomly select these jury members.
C. The meeting of the committee will be:
Meet at least once during the week in which the complaint was made, to determine whether to remove or acquit the Officer.
i. The committee’s decision requires a majority vote of its members.
ii. The committee head votes only to break ties.
Is not final; it is a recommendation to the General Assembly.
The case will be presented to the General Assembly by the head of the Officer Removal Committee.
A. All relevant information discussed by the committee is revealed to the General Assembly.
B. The committee’s decision is revealed to the General Assembly.
C. The General Assembly will vote to remove the Officer; a two-thirds majority of all active members is required to remove the Officer.
i. In the result of an acquittal, the case is dropped.
ii. In the result of Officer removal, the Officer’s position is considered vacant, and dealt with in accordance with Article IV, Section 4 of the MAGE constitution. The removed Officer may not be a nominee in the election resulting from their removal.
A. Give advice to the organization.
B. Provide a channel of communication between the organization and the school.
C. The advisor is encouraged to assist in any and all MAGE functions, but is not required to do so.
A vacancy in the position of Faculty Advisor shall be filled at the earliest convenience.
A. Chairpersons must be active members of MAGE.
B. Chairpersons must be MSOE students in good standing in compliance with the rules set forth in the Whole Student Life Handbook.
A. Appoint assistants to help in the running of their committee.
B. Handle the general aspects of their respective committee.
C. Submit a prospective yearly activity sheet listing activities and events that the committee will perform and propose a budget for those activities.
D. To report regularly to the General Assembly and Executive Board about current committee activity.
A vacancy in the position of Chairperson shall be filled by an appointee at the next executive meeting.
A. The Executive Board is comprised of a majority of elected Officers and available chairpersons.
B. Only elected Officers vote on Executive Board business.
C. Chairpersons act in the role of advisors to the elected Officers.
B. Approve all official MAGE documents.
C. Approve the organization’s promotions and activities.
E. Appoint temporary committees.
A. The Executive Board must meet once during the first three weeks of each term to evaluate the progress of the organization and examine the financial statement from the previous term.
B. The Executive Board must meet in the event of any vacancy in an executive position.
A majority vote of Officers is required to pass items of business.
A general meeting shall be held once a week, during the school year (excluding exam and break weeks). Special meetings can be called if they are announced at lease one week prior to all members.
C. Executive Reports (as necessary)
Robert’s Rules of Order will be referred to in matters not covered in the constitution.
The majority vote of Officers and the majority vote of all active members, including Officers, that are in attendance at the weekly meeting or any other meeting that has been announced to all members at least one week prior to the meeting, are required to pass items of business that are voted on at that specific meeting.
A. Payment of dues establishes membership.
B. Dues should be paid promptly.
Newly elected Officers will set the price of dues.
Yearly membership ends on Labor Day.
All matters concerning the spending of MAGE funds greater than $25 will be brought forth to be discussed and voted at a general MAGE meeting.
All matters concerning the spending of MAGE funds less than or equal to $25 are at the discretion of the Executive Board, and must be approved by a majority voted of Officers. The spending must be disclosed and discussed at the next general MAGE meeting following the spending.
A. The treasurer and Executive Board are responsible for preparing an annual budget detailing fundraising, future spending, and the treasury balance.
B. This budget will be submitted to and discussed by the General Assembly.
C. All spending and income must be disclosed to the General Assembly.
MAGE will not discriminate, and will follow and obey laws, regulations, procedures, and any other legal issues set forth by Milwaukee School of Engineering, the state of Wisconsin, and the United States federal government.
The constitution may be amended at any time by a two-thirds (2/3) vote of the Constitution Committee. The proposed new constitution is then tabled for two (2) weeks. When the proposed constitution comes from the table it requires a two-thirds (2/3) vote of active members for ratification.
A. The members of the club shall only have access to the outer office if an Officer permits them to use the code.
B. The chairpersons shall have access to the outer office when they desire it. They shall have access to the inner office if they are running an event.
C. The Officers shall have access to both offices when they desire it.
